Safe refuge signs help guide wheelchair users to a safe space within the building if they cannot access the regular escape route. In line with the updated BS 5839 guidance, it is now a legal requirement that all new business and public premises have a designated safe refuge area for those with disabilities. 


Offering refuge from fire and smoke, these designated areas give those with impairments or health conditions somewhere safe to call and wait for help in an emergency. Your fire evacuation plan must therefore include provision for the safe evacuation from this refuge point. There must also be an emergency call point within the refuge area for the person to call for help.

What are the disabled refuge point requirements?

In accordance with the Regulatory Reform (Fire Safety) Order 2005, employers are responsible for ensuring all occupants – including those with disabilities – are able to safely evacuate the building in an emergency. If an employer fails to support the safe evacuation of disabled visitors or employees, it may be deemed as discrimination. As well as being non-compliant with the current safety guidelines. 


In addition to the above regulations, the Disability Equality Duty (DED) advises that public bodies (such as schools or NHS premises) actively promote disability equality. With this in mind, it's essential that safe refuge points are identified with safe refuge signs in place. It's important that a safe refuge area is located on each floor where the fire exit is inaccessible for those with mobility impairments.

Where should safe refuge signs be placed?

All refuge areas should have clear and direct signage so that building occupants – not just those with disabilities – know the location. As part of the fire risk assessment process, the 'responsible person' should identify the most appropriate routes to place safe refuge signs.
